CUNY CAT Equipment Purchase - Request for Proposals (RFP)

Equipment purchase proposals requested: This notice constitutes a solicitation of equipment purchase proposals for the 2008-2009 fiscal year to be considered by the CUNY CAT. The CUNY CAT is a Center for Advanced Technology (CAT) of the New York State Office of Science, Technology, and Innovation (NYSTAR). The main goal of NYSTAR is to enhance the general economic growth of the state of New York by promoting technology transfer from universities to large and small New York companies. Who may apply: The CUNY CAT equipment purchase program is open to Principal Investigators (PIs) from the science and engineering faculties of all campuses in the City University of New York. Persons eligible to be PIs shall hold full-time faculty positions or full-time positions enjoying similar responsibilities, rights and privileges in their respective colleges. PIs may submit joint proposals. For joint proposals, please list the faculty member in whose laboratory space the equipment would be permanently housed as the lead PI. Preference will be given to those faculty who have current relationships with New York State companies, which must be specified in the application.

 

Types of applications considered: The CUNY CAT program supports research projects in the field of photonic applications, broadly interpreted. The purpose of the CUNY CAT equipment purchase program is to improve the scientific research infrastructure throughout the CUNY system, in order to attract company-sponsored research projects resulting in economic impact to New York State companies.

 

Size of awards: Equipment purchase awards are capped at $50,000. No PI shall receive equipment purchase awards totaling more than $50,000 in a single fiscal year.

 

Selection of proposals for awards: Proposals will be ranked according to a 100-point scale, and the number awarded will be determined subject to availability of funds. The evaluation and ranking of the proposals will be accomplished by a review panel serving at the invitation of the Director. The criteria for evaluation will be based on:

  • Scientific and technical value and uniqueness (30 points)
  • Potential economic impact on the state of New York (50 points)
  • Use of funds (20 points)
  • Consistency with the technical field of the CUNY CAT (pass/fail)

 

Scientific and technical value and uniqueness: The proposed equipment purchase must be planned to enable a scientific research or engineering development program of recognized merit. Weight will also be placed on the relative uniqueness of the proposed equipment, with ascending importance given to items unique within the CUNY system, the New York metropolitan area, and New York State.

 

Economic impact: Ranking will be strongly dependent on on-going collaborative projects with industry, as well as potential for the equipment purchase to attract new industry-sponsored research grants and contracts. Weight will be given to purchases enabling research projects with clear commercial applications with the potential to result in added revenues or jobs for New York State companies, as well as to PIs with a demonstrated track record of working with companies and achieving economic impact.
